✦ Key Takeaways
- OSHC (Overseas Student Health Cover) is for student visa holders only. It is not valid for the 485 visa.
- OVHC (Overseas Visitor Health Cover) is required for all 485 visa holders under Visa Condition 8501.
- You can lodge your 485 application with OSHC still active if you are still on a student visa at the time of lodgement.
- Before your 485 is granted, you must provide evidence of OVHC starting from the date your student visa ends.
- There must be no gap in cover between your OSHC ending and your OVHC beginning, or your visa may be cancelled.
- OVHC is provided by a limited set of Home Affairs approved insurers, with monthly payment options available.
What the official data shows
"Visa Condition 8501 requires all 485 Temporary Graduate visa holders to maintain adequate health insurance for the entire duration of their visa. OSHC does not satisfy this condition once the student visa ends."

"OSHC policies are only valid for student visa (subclass 500) holders. Once a student moves to a 485 visa or a Bridging Visa A, OSHC no longer meets the legal health cover requirement, even if the policy has not expired."

"Only six insurance providers in Australia are approved to offer OVHC: nib, Bupa, Medibank, Allianz Care Australia, AIA, and ahm. All policies must meet minimum cover standards set by the Department of Home Affairs."

This is one of the most consistent sources of confusion for international students applying for the 485 visa. OSHC and OVHC sound almost identical. They are completely different products that apply to completely different visa types. Mixing them up can result in a visa refusal or, worse, a cancellation after your visa is granted.
Here is what both products are, how they differ, what you need and when, and what happens at the tricky transition period between your student visa and your 485.
What OSHC Is
Overseas Student Health Cover is mandatory health insurance for international students studying in Australia on a student visa (subclass 500). Your education provider or visa agent would have arranged it for you when you enrolled.
OSHC covers hospital stays, GP visits, some specialist services, emergency ambulance transport, and a portion of prescription medication costs. It does not cover dental, optical, or physiotherapy unless you have purchased extras cover.
OSHC is provided by a set of approved insurers that must meet minimum cover standards set by the government. You can check the current approved provider list on the Department of Health website.
Critically, OSHC is valid only while you hold a student visa. The moment your visa type changes, even if your policy has months remaining, it no longer satisfies Australia's health cover requirement for your new visa.
What OVHC Is
Overseas Visitor Health Cover is health insurance for people in Australia on temporary working or visitor visas who do not have access to Medicare. It is the type of cover required for the 485 visa, the 482 visa, the 407 training visa, and several others.
OVHC is provided by six approved providers: nib, Bupa, Medibank, Allianz Care Australia, AIA, and ahm.
Unlike OSHC, OVHC allows monthly instalment payments rather than requiring you to pay upfront for the full period. This is useful because the 485 visa can be granted for two to four years depending on your qualification, and paying for the entire period upfront would be a significant cost.
The level of cover and cost varies between providers and plan types. Basic OVHC satisfies the visa condition but may have lower benefit limits. More comprehensive plans cost more but provide better protection for unexpected medical expenses.

The Exact Rule: When to Have What
This is the bit I end up explaining at almost every 485 consultation, so let me lay it out clearly.
When you lodge your 485 application, if you are still on your student visa at the time of lodgement, your existing OSHC is acceptable as evidence of health cover for that day. You do not need OVHC at the moment of lodging.
Before your 485 is granted, though, the Department of Home Affairs expects you to show that OVHC is in place from the date your student visa ends. Your student visa will eventually expire. When it does, you move onto a Bridging Visa A while your 485 application is being processed. From that point, OSHC is no longer valid. You need OVHC.
The practical approach I recommend to clients is this. At the time you lodge your 485 application, also arrange an OVHC policy with a start date set to either the day after your student visa ends, or the 485 grant date if the grant occurs before the student visa expires. Most insurers will allow you to set a future start date.
The Department may contact you during processing to request OVHC evidence before they make a decision. Having it arranged in advance avoids delays.
The Gap Problem
The gap is where things go wrong, and it is entirely preventable. If your OSHC expires while you are on a Bridging Visa A and your OVHC has not yet started, you are in breach of Visa Condition 8501. I have seen this catch out 485 holders months after their visa was granted, with compliance notices landing from the Department well after the applicant assumed everything was settled.
Do not cancel your OSHC before your 485 is granted, even if you think you no longer need it. Keep the OSHC active until your student visa expires or your 485 is granted, whichever happens first. Then move to OVHC.
Most OSHC providers allow you to claim a pro-rata refund for unused months once you provide evidence that your visa type has changed. Contact your insurer as soon as your 485 is granted or your student visa ends to arrange the transition and refund.
What About Family Members
If you include family members in your 485 application, they must also be covered by OVHC. You can add dependants to your OVHC policy. Check with your provider before lodging to confirm how dependants are added and what the additional cost is.
Family members included in the application at lodgement are covered under the same policy. Family members added later as subsequent entrants need their own separate OVHC arrangements.
Countries With Reciprocal Health Agreements
Citizens of countries with a Reciprocal Health Agreement (RHCA) with Australia may be eligible for some Medicare benefits and may not need OVHC for certain visa types. However, RHCA coverage is limited. It covers emergency public hospital treatment only and does not extend to private hospital care, elective treatment, or GP visits. For 485 visa holders, holding OVHC in addition to RHCA benefits is still strongly recommended to avoid significant out-of-pocket costs.
Countries with an RHCA with Australia include the United Kingdom, Ireland, New Zealand, Sweden, Norway, Belgium, Finland, Italy, Malta, the Netherlands, and Slovenia.
Choosing an OVHC Provider
All six approved providers must meet the same minimum government standards, but their premium costs, hospital networks, waiting periods, and extras coverage vary. When comparing:
Check whether your local hospitals are in the provider's agreement hospital network. Treatment at agreement hospitals means lower or zero out-of-pocket costs for accommodation.
Check the waiting period for pre-existing conditions. Most providers impose a 12-month waiting period for conditions that existed before you took out the policy.
Check whether maternity and pregnancy cover is included and what the waiting period is. This is relevant if you are planning to start a family during your 485 visa period.
Check whether the policy allows monthly payments rather than an annual lump sum.
