✦ Key Takeaways

- South Australia has a dedicated Outer Regional Skilled Employment stream for the 491 in areas outside the Adelaide metropolitan zone.
- The 491 adds 15 points to your federal SkillSelect score, compared to 5 points for the 190.
- Adelaide itself and some surrounding areas qualify as regional for 491 purposes.
- After three years working in regional SA and meeting income thresholds, you apply for the 191 for permanent residency.
- ICT professionals in SA are currently receiving the majority of their invitations through the 491 rather than the 190.

The subclass 491 visa is one of the most practical pathways to permanent residency in Australia for skilled migrants who do not yet have enough points for the 189 or the higher-scoring nominations for the 190. South Australia is running an active 491 program in 2025-26, and for certain occupation groups, the 491 is actually the pathway SA is directing applicants toward.
Here is how the SA 491 program works, what makes it different from the 190, and what life on the 491 pathway looks like in practice.
What the 491 Visa Actually Is
The 491 is a provisional visa. You are not getting permanent residency immediately. The visa is valid for five years, and during that time you must live and work in a designated regional area of Australia.
After three years of meeting those conditions and satisfying minimum income thresholds in each of those years, you become eligible to apply for the subclass 191 Permanent Residence (Skilled Regional) visa. The 191 is permanent residency with no ongoing regional obligation.
For applicants with lower points scores, the 491 pathway is often more accessible than the 190, and the 15-point bonus it provides can make the difference between waiting years for a federal invitation and being invited within months.
The 15-Point Advantage
This is the number that drives most of the 491's appeal. State nomination for the 491 adds 15 points to your federal SkillSelect score. State nomination for the 190 adds only 5 points.
For an applicant with 65 federal points, a 491 nomination takes their effective score to 80. For an applicant with 70 points, it becomes 85. These are scores that can receive federal Invitation to Apply in occupations with moderate demand.
For an applicant chasing the 190, the 5-point boost from 65 takes them to 70 — still often not competitive in most occupation groups.
The trade-off is the provisional status and the three-year regional commitment. But for applicants who are already in regional South Australia or Adelaide (which counts as regional for 491 purposes), this commitment is not a lifestyle sacrifice. It is simply continuing to live where they already are.

What Counts as Regional in South Australia
Regional Australia for migration purposes means everywhere except the Greater Sydney, Greater Melbourne, and Greater Brisbane metropolitan areas. This means:
Adelaide metropolitan area counts as regional for the 491 visa. You get the 15-point bonus while living in a capital city with full services.
Areas outside the Adelaide metropolitan zone, including Whyalla, Mount Gambier, Port Augusta, the Barossa Valley, the Adelaide Hills, and the Eyre Peninsula, count as outer regional South Australia. These areas have their own dedicated nomination stream.
South Australia's Four 491 Nomination Streams
Skilled Employment in South Australia is the main onshore stream. Applicants must be living and working in South Australia in their nominated occupation, with at least two years of skilled work experience in the last five years (one year for construction trades). This stream is available for both 190 and 491 nominations.
South Australian Graduates is for graduates who completed a bachelor degree or higher at a South Australian institution and are currently working in South Australia. This stream feeds both the 190 and 491 pathways.
Outer Regional Skilled Employment is specifically for the 491 visa. It is for eligible temporary visa holders working full time in outer regional South Australia, which means areas outside the Adelaide metropolitan boundary. If you are working in a regional town or industry outside Adelaide and your occupation is eligible, this stream provides a pathway to 491 nomination focused specifically on retaining skilled workers in the regions.
Offshore is for migrants outside Australia who have submitted a SkillSelect EOI with South Australia selected as their preferred state. The offshore pathway for the 491 is accessible to applicants in certain occupations.
Why SA Is Directing ICT Professionals to the 491
A pattern visible in the March 2026 invitation data is worth noting. While health and engineering professionals are receiving the majority of their invitations under the 190, ICT professionals are receiving most of their SA invitations under the 491.
This reflects a deliberate SA policy of directing digital skills talent to regional areas. Software engineers, developers, and ICT business analysts living in Adelaide who apply for state nomination may find that SA nomination is more readily available for the 491 than the 190 for their occupation.
For ICT professionals in Adelaide, this is not a bad outcome. You still get the 15-point bonus, you still live in Adelaide, and after three years you convert to permanent residency. The pathway is longer than the 190 but the invitation is more accessible.
How the 491 Compares to the 190 in South Australia
The 190 grants permanent residency from the day your visa is granted. The 491 is provisional for five years with a three-year pathway to PR. That is the main practical difference.
Points-wise, the 491 adds 15 points versus 5 for the 190. This means the 491 is accessible to a wider range of applicants.
Occupation access is similar for both. The same occupation lists largely apply, though some occupations are directed specifically to one or the other.
For applicants who have enough points without the extra boost and qualify for the 190, the 190 is usually the better choice because it delivers PR immediately. For applicants who need the extra points, the 491 is often the only realistic pathway.
The Three-Year Regional Commitment in Practice
Once you hold a 491 and are living in Adelaide or regional SA, your obligation is to live and work in a designated regional area for three years. This does not mean you cannot travel. It means your primary residence and employment must be in the regional area during that period.
You also need to meet minimum income thresholds in each of the three years. The Department assesses this at the time of the 191 application using tax records and employment evidence. The minimum is the national minimum wage for each year, adjusted annually.
After three years of satisfying these conditions, you lodge the 191 application. If granted, you have permanent residency in Australia with no further regional obligation.
